An in-car police video camera viewed by The Daily Times reveals the officers restrained Anthony Goimarac, who is now 18, after he told police he did not have a photo ID.
Goimarac was in the passenger's seat of a maroon sport utility vehicle parked outside the former Renn's grocery store on 20th Street at around noon Dec. 6, 2006. The officers responded to reports that a vehicle was doing "doughnuts" in the parking lot.
The civil complaint, filed by attorneys Arlon Stoker and Brad Dalley, states Kee and Rock violated Goimarac's Fourth Amendment right to be free from unreasonable searches and his Eighth Amendment right to be free from cruel and unusual punishment, as well as the use of excessive force.
